Chalky white paint. How can I clear this so I can repaint?

I recently moved into a new house that is 3 years old. The walls in the living room are chalky and will leave a white dust on your hands or clothing if you touch them. How can I remedy this so I can repaint. I'd rather do it myself than hire a professional so I hope someone knows!!

Wash them down with a TSP wash - you can get it at any hardware store - I use a mop on my walls and it works fine - they have some that you do not have to rinse off. Then prime and paint.Chalky white paint. How can I clear this so I can repaint?
ok first things first take a damp rag wipe all the walls down next let it dry then sand them wipe walls again by a primer called griper thatll ho;d anything and fix ur problem then pick ur paint and paint it and ur done
They must of use flat paint. Just mix vinigar and water and wipe the walls down. Rinsing your rag a lot. If you don't want this to happen to you later on, then use a satin or semi paint. Anything but flat
the answer above me is just fine.
There's really no need for all that. I've built 3 homes and the builders paint is always terrible and chalky. It serves as a great primer though. Just go right over it with a good quality paint and it will turn it out fine. Mine always has.
