How do i stop the black paint from coming off the worugh iron furniture. should i use a clear seal?

what kind of clear seal should i buy.Please i need help.

The paint shouldn't rub off. I'd prime and repaint with gloss. Make sure you prep the surface well before you start. The directions are on the label.
